This is an excellent example of being able to evaluate a couple of Latin American countries' international relations and its motivations for behavior in the international system (especially the regional sub-system) without resorting to some reference to superpower rivalries and global balance of power concerns. It is at this level of sub-system engagement where the richness of Latin American international relations can be observed. Good post.
